Lilo and Stitch: An Analysis of Religious and Moral Themes

The Grand Council Woman

The Grand Council Woman of the Galactic Federation is extremely dedicated to the adherence to the rules of the council, and the successful accomplishing of goals. She is so much devoted to these ideal that she will punish anyone who fails to live up to them.
When the Grand Council Woman is presented with Stitch she determines him to be "flawed", mostly due to his vulgarity and lack of reason. Unable to see a place for him, and seemingly unwilling to try, she sentences him to exile. Similarly, she later accuses Jumba and Pleakley of incompetence for failing to capture Stitch quickly, and informs them that they have been fired, and are bound for prison. Gantuu too, is retired for his failure.
The Grand Council Woman is primarily utilitarian, taking actions that she feels will bring the greatest happiness to the greatest number of people. She releases a convicted felon, Jumba, in order to recapture Stitch, and in the end bends the rules of the council so that Stitch may live on earth with Lilo and Nani (also including the insistence that the family not be split apart). These actions, from her point of view would result in greatest good for least bad. It is when others fail to accomplish this "greater good" that she become angry and starts throwing out punishments.

She is seen not as a villain or a hero within the story, but rather takes the position of an authority who must make final judgements and is therefore someone who spurs characters into action. While the audience never particularly likes her, we do not despise her in the way we do Gantuu. She is not intolerant of others, and does stop to reassess the situation once Stitch is finally captured and reveals a change in his nature. Her strict adherence to her personal philosophy is not detrimental to the happiness of the stories main characters, and thus we accept her ideals. Disney seems to be saying, with her, that personal beliefs are fine, as long they do not interfere with the happiness of others.
